Withholding: Form 160: Monthly Withholding Return, Form 160: Quarterly Withholding Reconciliation, and Form 165: Annual Reconciliation/W-2 transmittal.
Unemployment: Michigan Quarterly Tax and Wage Report
City Withholding: The cities listed below impose an income tax on residents and non-residents. OnPay will complete the filings and payments on behalf of your business. Your business will need to register with the cities in which your employees work. Please complete the registration(s) and provide OnPay with the tax ID when received.
What information does OnPay need?
- Michigan State Tax ID: 9-digit number Ex: 12-3456789. This number is your business FEIN.
- Michigan Unemployment ID: 7-digit number Ex: 1234567 000
- Michigan Unemployment Tax Rate
- Michigan Power of Attorney
REQUIRED: We can file and pay your taxes electronically on our Third Party Account by having a Power of Attorney on file with the state.
Where do I enter the information in OnPay?
- Login to OnPay
- Select the Settings menu icon
- Select Payroll Tax
- View/Update your Withholding Tax ID, Withholding Tax Deposit Schedule, Unemployment Tax ID, Unemployment Rate (as a %), and any local tax IDs as required.

I am an existing Michigan employer, where do I find this information?
If you are an employer with a history of payroll in Michigan you have likely obtained the IDs and online accounts necessary for OnPay to process your tax filings.

Withholding Tax Account Number: You can find your MI Withholding Tax ID Number on any notices you've received from the Department of Treasury. This number is always the same as your company's FEIN
Michigan Department of Labor: (517) 373-1820
Unemployment Account Number: You can find your MI UIA Account number on any notices that you have received from the Department of Labor. If you have a 7 digit UIA Account number please enter 000 for the last three digits to make it 10 digits long.
Unemployment Tax Rate: This can be found on the bottom right of the Tax Rate Notice (UIA 1771)
I am a new employer, do I need to register for Michigan Taxes?
- Do you have a business and/or employees residing in the State of Michigan?
- Have you processed payroll in OnPay and have received warnings stating we are missing tax information?
- Have you received an email from an OnPay Tax Agent requesting certain Michigan information?

Which Michigan Agencies should I register for?
Michigan Department of Treasury: You will need to register with this department if you have employees that both live and work in Michigan, or for any employees that calculate Michigan withholding taxes regardless of where they live/work. if your business is located outside of Michigan, but your employees work or live in Michigan you will likely need to register with this agency.
Michigan Department of Labor: You will need to register with this department if you have employees that work in Michigan. If your business is located out of the state, but some of your employee's primary work location is in Michigan, you will likely need to register with this agency.
OnPay uses both the home address for each employee, plus the work site assigned to each employee to decide which taxes should be calculated.
